You’re right, opaque is the correct way to describe German bureaucracy. It is quite gewöhnungsbedürftig esp. for us foreigners. While I’ve had some good experiences, this wasn’t one of them. But I’m so glad I don’t have to deal with it for the next few years. When the time comes, I’ll be much better prepared to deal with it. :)
